Yeah, but he's pretty old for Instructs, in fact I'm not sure why he wasn't promoted.

Yes, and not at all

He was only suspended from game action, he can practice at the team complex and do stuff like that, but he cannot be in uniform and cannot play any meaningful games. Since Instructional League games do not count, and are more of a practice scrimmage-type thing, he can partake in them. Same with Minor League ST. This is what Salas did during his suspension, and Delmon also. These players need some way to keep in shape, and often the preference of the home organization is for them to do it under their watch, rather than go off Josh Hamilton-ing.
