The Rays and A's are in a "bidding war" of sorts over the likes of Jason Giambi, Pat Burrell, Garret Anderson and Bobby Abreu. Both teams are willing to spend, but neither wants to go first since prices are higher now with both teams interested than they will be once the first team signs a player.

This is a classic example of two sides understanding game theory
and as long as they tacitly wait things out I don’t think the players union will have a legitimate beef, but if either side acts in bad faith (read: colludes) then I think they may be able to file a grievance.
Anyway, as I was lying in the puddle, I think I may have found a way for us to get Bonds and Griffey, and we wouldn't have to give up that much.

Here's what you can expect out of them during an average 5 game stretch
Notice how similar Dunn and Giambi are, the fact that Bradley played in about half the amount of intervals as Burrell, Dunn, and Abreu. If it comes down to signing the cheapest we really can’t go wrong, but I would prefer not to go after Bradley. Thus, my fave-5 would probably be:
Dunn
Abreu
Giambi
Burrell
Bradley
Anyway, as I was lying in the puddle, I think I may have found a way for us to get Bonds and Griffey, and we wouldn't have to give up that much.

Dunn has moved to the top of my wish list.
Dunn has 5 straight 40 HR seasons and his OBP is always around .400. He’s a perfect fit for the Rays at DH. I do question how well he would transition to the AL though.
I like Bradley, especially for his added athleticism and switch hitting ability, but I question his ability to stay healthy for a full season.
I think Giambi is the steal of that group though. He’s a proven AL masher and should get less $ than the other names in your list.

Even if it’s an overpay for Dunn, the Nats have to sign a big-name FA at this point. If the offseason passes without one, then I’m going to be steaming. The ownership is flush with cash, they need to spend it, dammit.

But that’s why I said it was my “wish list.” Of the available Free Agents I like Dunn the most.
Of the available Free Agents based on what they are likely to sign for I think I’d like Giambi the most.

Poorly worded article. Its misnomered. I wouldn’t construe any of the sort as a “bidding war”, rather than “naming your price”. Olney is a northeastern guy thinking the northeastern way.

A's want Giambi
Rays should just tell him to go ahead and take him and go hard after Dunn/Bradley/Burrell…. those are the 3 that I think make the most impact. Dunn’s homers might make him #1 but I am afraid of the Nationals or Cubs throwing money at him.

It seems the Rays are actively pursuing guys
Whether they are in bidding wars or not, I dont know. But aside from what Buster Oldney says, the San Francisco Chronicle is saying the Rays and White Sox are in " hot pursuit" of Bobby Abreu, and that the A’s are in preliminary talks with his agent…
"The A’s have had preliminary discussions with the representatives for free agent Bobby Abreu, according to the San Francisco Chronicle.
Jason Giambi is still thought to be the team’s No. 1 target, but he’s insisting on a three-year deal and GM Billy Beane doesn’t want to go that far. Abreu, 34, hit .296/.371/.471 with 20 homers and 100 RBI for the Yankees in 2008. He has a career on-base percentage of .405. The Rays and White Sox are also in hot pursuit."
It’s hard to tell how much truth there is to each report, and how much Friedman is just attempting to mislead people, but I think the one thing that’s obvious is we are actively trying to pursue our biggest offseason need. And what it says to me is that while we may be taking a very cautious approach, we also aren’t going to let the Angels, Yanks, Sox, A’s, ChiSox, Cubs and whoever else swoon in and have all the top DH names fall from the market like dominos after 1 gets taken.

Now that I Think about that San Fran Chronicle report
it seems to me Abreu is far down our list of targets, and we are probably just getting the word out there that we are in “hot pursuit” of him so that one of our biggest competitors for other free agents will panic and sign Abreu, taking one name off the market we don’t reall ywant and 1 team off the market that could get in our way
