It actually makes sense if you think about it. Garza expects to be back when he’s eligible to come off the DL and the pace he’s on with workouts seems to agree with that. One of two scenarios here:

1: Reyes will be back after the minimum

2. Reyes will be out longer but when Garza comes back whoever he ejects from the rotation will move to the bullpen permanently (the decision on who goes when Reyes is back can be delayed till necessary).

In either case it wouldn’t make sense to either bring Balfour up, making it necessary to put him on waivers again to go to Durham (at that point he’d also be able to refuse assignment and become a free agent if unclaimed), or to bring someone like Thayer up who isn’t even on the 40-man. Birkins is good for a temporary role like this because he’s already on the 40-man and nobody will care if he’s claimed off waivers (or maybe he can be optioned, I’d have to check on that).
