if a team takes a shortstop in round two it wouldn't make sense to take another one just a year later.
Can’t agree. First it is most unlikely that the 2 players would compete for time on the same team. They can develop independently and it is such a long way from draft day to MLB that anything can happen. Put another way, the odds that both are ready to arrive at the show in the same year and and still expected to play the same position and still expected to play at a high level are remote.
Draft the best guy available, period. If it’s a virtual tie, then this might be a 3rd or 4th tiebreaker behind signability, ability to play multiple positions, and maybe durability concerns.
