The Rays had several promising arms in short-season ball this year, including Matt Moore (Rookie) and Nick Barnese (A-). Barnese, a righty, is further along, but Moore has more upside as a lefty who'll bump 96 and has tremendous sink on his fastball along with an above-average slider.

Will Kline: Coming off major arm surgery. Wouldn’t expect much.
Chuck Tiffany: He’s back from major arm surgery but nowhere near the prospect he was before it with the Dodgers.
Carlos Hernandez: Okay, he had 26 great innings. But he was 28 and in the Florida State League. Color me unimpressed.
Heath Rollins: Now here’s a guy I like. He’ll start in Montgomery but could reach Durham by the end of the year.
Chris Mason: He’s not as bad as he pitched in ‘08, but he’s not as good as he pitched in ‘07 either. Unless there’s a ton of injuries, he’ll be in Durham all year.

Rays have a couple other pitching prospects that are ranked, but their names escape me
i’m anxious to see how the GCL fares, that’s where many latin players are developed
This sounds right to me
I do think Rollins gets underrated around here. Pretty similar to Sonnanstine or Slowey, but has a hair more zip on his fastball and a hair less control.
I doubt we’ll hear much from Tiffany again. His stuff was fringy before he got hurt, and I heard his velocity is in the mid-80’s now.
I believe Carlos Hernandez was a minor league free agent and is no longer with the team, but it doesn’t really matter. At his age, he SHOULD be able to dominate A-ball. He’s just roster filler.
Kline still has a chance to be decent a year or two out. I never liked him even before he got hurt though. The AFRO has done a pretty crummy job with it’s high picks outside of #1 overall, IMO.

(2) Josh Butler – Traded for Gabe Gross, groundballer who had an ERA over 5.50 in high-A as a 23-year old. Not looking too great
(3) Nick Fuller – This was actually a decent pick at the time, but then we failed to sign him, Fuller got kicked off the South Carolina baseball team and has his stock fall after that(he was kicked off along with Lonnie Chisenhall, and while Chisenhall rebounded to become a 1st rounder in 2008, Fuller wasn’t taken until the 25th round)
(4) Alex Cobb – Not a great prospect, but he’s posted some okay stats
(5) Shawn O’Malley – Our annual northwest toolsy prospect who becomes nothing
2007:
(2) Will Kline – Hated it then, hate it now
(3) Nick Barnese – Looking like a very good pick
(4) David Newmann – Hasn’t pitched an inning for us yet because of arm surgery. Not holding my breath
(5) Dustin Biell – Our annual northwest toolsy prospect who becomes nothing
2008:
(2) Kyle Lobstein – Really excited to see him debut this year
(3) Jake Jefferies – Decent, low-upside catcher
(4) Ty Morrison – Seriously, one of these northwest guys has to work eventually, right?
(5) Mike Sheridan – Call me when he starts hitting for power

And now that I look over it, mostly miss
I mean, the MLB draft by nature is mostly miss, but of those guys only Barnese is an upper-echelon prospect, thought I think Lobstein will join him. And Cobb’s an okay prospect. But Butler and Fuller are no longer here and look like they’ll amount to nothing. Kline and Newmann both have major arm surgeries in their rear-view mirror. O’Malley and Biell are looking like they’ll flame out in A-ball, and the jury is still out on the ’08 guys.

That's what I mean
Lobstein was a no-brainer – he was a first rounder who dropped due to signability concerns. Butler, Fuller, O’Malley, Kline, Newmann, Biell, Jeffries, Morrison and Sheridan were all considered overdrafts at the time they were taken, and none of them looks particularly great. Butler was flipped into Gross, but that’s more because of the Brewers’ stupidity than anything.
Fuller WAS considered a mild overdraft. He was like #197 or something in BA’s top 100 prospect. He was considered a 5th round talent. I liked the pick in some ways because at least he had good raw stuff and I figured they overdrafted him because he would sign for less, but then it turned out he had a million dollar demand and was a complete headcase. Of course, now he’s unlikely to get squat as a bonus from anywhere having been kicked out of a school for running a laptop theft ring.
