For those wondering, that's one-third high schoolers and the rest college players. Not an ovely encouraging list, but there's a good chance a "signability" type will slip to the Rays, similar to how Kelly slipped last year.

The case for it is that we spent $6.15 million on Tim Beckham’s bonus last year, while Brackman got $3.35 mil and Kelly got $3 mil from the #30 spot

That's not actually a horrible list
Brackman was a signability pick with good potential. Hurley was a good prospect until things fell apart for him a year ago (and now he’ll miss 2009 with arm surgery), Lowry, Thorman and Cust have all had their productive moments (although Cust was about 5 teams in before he started to get playing time).
Vogt early, Vogt often.
Wasn't Brackman also hurt at the time though?
I knew Hurley was a good prospect, Lowry/Thorman busted to an extent.

first 5-10 rounds can be traded and only for picks. Obviously, cant happen but would you guys be down for 1st, 3rd and 6th for #1 overall?
since so many pitchers get hurt or wind up sucking, Strausburg would be a welcome addition.

That's not nearly enough
The #1 pick in baseball is worth an expected 46 WARP for the first 15 years of his career, while the 30th overall + 3rd rounder + 6th rounder would be around 10 WARP.

Welcome to "Contenders Draft World"
where you have to climb the tree to pick the ripe fruit. And it’s a tree from which it’s easy to fall.
It will be interesting to watch how the Rays approach the process now. That they have had to pay big bucks for their early picks in the past should leave budget for signability picks going forward. They’ve found some later round (after say round 5) nuggets in the recent past (probably too early to evaluate ‘08, but nothing appears outstanding) such as Matt Moore, and maybe Salem, Fronk, and Luck (Darcy?) in ’07, Jennings and Rollins in ’06. But really not that many. Maybe the added available money will allow for a more aggressive approach going forward. And their international efforts have been pretty lackluster. Guess we’ll really see how good their scouting guys are now.
I think it is much too early to call their international efforts lackluster.
They have said all along it will be a few years before we begin to see any real results. Aside from Iwamura (who has been a good signing and for whom they had to outbid Cleveland and SD) and the Japanese relief pitcher who got hurt (Mori?), they have not tried to sign major league ready players as have the Yankees and other teams. They are scouting younger prospects to develop in the system.
Well I guess my point is
where are the Caribbean prospects in their minors system now? They’ve had a DSL team / org for years – Venezuela is their new venture touted as 1 way they were investing their revenue sharing money. They may be “scouting younger prospects to develop in the system”, but where are they and what have the Rays been doing for the last 3 years?
I’m not talking about the Matsui and Iwamura types – I’m talking about the kids signed at 16-20 YO to develop in the system, typically starting in the DSL or VSL. The Inoa’s and such getting the big bonus deals, or any bonus deal, over the last 3 international signing cycles. I don’t see any prominent examples of these in the Rays system – unless you count Otero, or Reynolds, both a bit old for their level. Guys like Acosta, Colome, or Suarez in Princeton for example.
Maybe the WS appearance will make the Rays a more attractive destination and past performance has been a detriment. But looking at the Rays top 20 prospects from Sickels as 1 indicator, not one came from international scouting.
Julio Cedeno and Hector Guevara will be worth watching.

Did the Rays just restart in the DR in 2007?
Or did they have a presence in the immediately prior years in combo with another org or something?

I won't swear to my facts,
but I think the Rays just reestablished themselves in the Gulf Coast league after a long absence. I think some of the teenagers from the Caribbean will be assigned there.
I don’t think we can begin evaluating the Caribbean scouting for at least another 2-3 years when we see if any of the prospects start moving up to A ball. That is especially true of the Rays who are so conservative about promotions. Every once in a while I see a name mentioned but tend not to pay much attention because they are so young and raw. And the Brazilian foray will probably take at least 5-6 years before we can even begin to see any prospects.

Gulf Coast is US rookie ball – the Rays rookie team was in the Appy league, but are they moving to the GC now with their new ST facility in Pt. Charlotte?
I was talking of Dominican Summer League, but in checking myself, don’t see stats for that club prior to 2007. The Rays added a facility and team in Venezuela recently. But maybe they weren’t operating in DR, or at least not as an individual facility. So perhaps I was wrong there – if so that’s a strong indication of just how bad the prior org was that they would ignore that market. Perhaps they had a combined operation? The D’Backs do that with the Reds (who also have an individual team) now. But if not, then your point about giving them time is well taken.

The Gulf Coast team is new.
The Appalachian League team is Princeton which still exists.
And your point about the previous organization is exactly right. They were short-sighted and without any real overall plan for building a contender. Whatever they did was haphazard and random.
That is why I object to any commentary that refers to the Rays as an 10 year failure. In my mind, the first 8 years were another organization, and while it did leave some good raw material, analysts cannot conflate their bumbling with the efforts of their replacements. This team is 3 years old in many respects.
So will the Rays have a 7th domestic affiliate?
A few teams have such, so they’d be pulling guys from DSL and VSL in a big way to staff such, plus would likely have to sign some extra guys from the draft, young FA’s, etc.
But plenty of teams are doing fine with 6 – I don’t see how a 7th would be a significant benefit. Among those with extra clubs now are KC, Seattle, and StL. Not necessarily the top orgs. Seems like extra expense I’d try to put into signings rather than operations.
