No. A walkoff solo shot when it's tied would be somewhere a bit less than .50 because a tie is usually ~50% to win

A walk-off grand slam might be like -.8 or -.9
Totals higher than that usually come over multiple innings, when a reliever blows it once, his team scores some runs, and then he blows it again.

No, because a WPA of 1 would mean the team had 0% chance to win when they got to the plate
If it’s a game-winning situation, it won’t be 0% chance to win.

Well, yeah, not exactly 1
But pretty close to. In the Fangraphs link below, it’s bottom of the 9th, 2 out, man on 1st, down by 1, leading to a WPA of +.904 on the play.
That qualifies as "Holy Shitballs"
RD over and out.

Not quite, but close
For example, the top offensive play (by WPA) from last year was +.904:

BJ is such a natural hitter
It’s so great to see him getting his swing back. This is a big sweep. We’re back in the race now. NYY finna get raped.
It measures clutchiness

It's a story stat, not a talent stat or value stat. Well, maybe value stat depending how you're looking at it.
