Velocity can take a while to come back
Probably won’t be back to normal until next year.

Why are the Rays still considering McGee as a starter?
I think we have plenty of them and Jake would be a damn good reliever IMO. Another guy that should be in the pen is Aneury Rodriguez. Isn’t it better for the arm?
While we do have a lot of depth
McGee could be better than most of them. Probably won’t but no reason to move him to the BP yet.

I would bet they do see him in the pen.
It makes more sense to start him in the minors to give him more innings to work on his stuff. He can easily be moved to the bullpen a month or two before they call him up.

Yes and no
I do think there’s some validity to moving someone to the pen earlier. Some guys take a lot of time to adjust to warming up and throwing at any given time.
