The Cubs put money ahead of things like 'talent' and 'winning.' This probably shouldn't have been as unexpected as it was, as this is a rather consistent MO for that organization.

And yes, I know that sounds hypocritical, but there's a difference between the Rays not being able to afford a $100m payroll and the Cubs crying poormouth with a $130m payroll.

They didn't start really spending money until 2004, then immediately howled about it like they were already bankrupt. Plus, they pull 30k + a game, have criminal ticket costs, and get amazing TV ratings.
Maybe the new ownership might help, but considering the Pricketts took over in October and the very first major move they made ended up valuing money over talent, I wouldn’t hold my breath.
