Garza and Shields last season, and that Hickey believes both of them struggled at various times last year with thinking too much while they were on the mound.

Yes.
And Wheeler takes a lot for being paid $3MM, but if you look at the major leaguers getting paid more than that, the list is insanely long. It’s a credit to the Rays that most of their relievers come cheaply, but his salary is not even close to being out of line.
To be fair, he's a 6th inning reliever. On a $70M payroll you ideally wouldn't have that salary.
But whatever, at least he’s not Brandon Lyon.
