Project Prospect Scouts Matt Moore
This is a pretty glowing report of the reigning MiLB strikeout king. Worth a read.

Nah, they only really challenge him on durability, not his stuff
They penalized him hard in the rankings but the writeup isn’t bad.

And rightfully so.
I’m not in the predicting pitchers injury business, but if you are and you believe a pitcher won’t stay healthy, he should be penalized. I don’t agree with their analysis in this case, but their ranking is justified based on their logic.
Tools Whore
I think that he could have a huge year
He’s got a good fastball and the potential for two plus offspeed pitches. And the improved command as the season wore on was really impressive.
As Keith Law noted, in his first 165 batters faced, he walked 33 of them. But over the course of the next 357 batters, from March 31 to the end of the season, he walked just 37 guys. With his stuff, if his command takes a big step forward, he could be one of the best prospects in the game next season.
It still blows my mind how this organization can churn out pitchers. Kazmir, Shields, Niemann, Hammel, Sonnanstine, Price, Davis, Hellickson, Moore, Torres, Colome, Barnese, McGee, the list just freaking goes on and on.

Kazmir and Torres aren't products of our system, but your point is valid

I know, but they still both made their debuts in Tampa
or at least it seems likely that Torres will. Regardless, though, my point still stands as you said: Tampa Bay should be the model for how to develop pitching as an organization.

'Tampa Bay should be the model for how to develop pitching as an organization.'
Never a truer word has been said about this excellent organization and how they go about their prospecting.
