Keith Law's Top 100 Prospect List: Rays Top the Charts
Every year a variety of prospect lists come out, and every year the rest of us try to sort out exactly what they mean. Some evaluators are higher on certain players than others, and so instead of treating any one list as gospel, it's best to take a look at what everyone is saying and synthesize the information as much as possible.
That said, Keith Law is a highly regarded analyst and his prospect lists certainly merits consideration. He just released his Top 100 prospect list today, including Top 10 rankings for each team. According to his list, the Rays have eight out of the top 100 prospects in baseball: Jeremy Hellickson, Matt Moore, Desmond Jennings, Chris Archer, Hak-Ju Lee, Alex Torres, Alex Colome, and Jake McGee. That's the most of any team in baseball, although the Blue Jays are right behind with seven.
The article is Insider only, so I'm hesitant to include more information from it here. Instead, here's a brief look at how Law's Top 10 list for the Rays compares with Baseball America's list:

I have to agree
Rays guys misplaced in my opinion, but in general, not having guys like Brett Jackson / Jake Odorizzi / Chris Dwyer was just surprising. Hak-Ju in the top 50 continues to baffle me, even if we knew he loved Hak-Ju. Just pretty wierd overall, but Klaw has been known to really pump the guys he loves.

My money is on Hellickson being the best SP prospect in baseball…

Funny that
I’d entertain Chapman ahead of him, but not half those guys. Drabek’s makeup issues are just as bad as Helly’s injury history, IMO.

I have a hard time taking any list that doesn't include Alex Cobb seriously
It’s unacceptable and inexcusable. He certainly should be above Torres as they had similar K and GB rates but Cobb’s BB rates were far, far lower. No reason Torres should be above him.

Cobb is a fine prospect, but his scouting profile doesn’t comapre to Tores’. Torres might have three pitches as good as Cobb’s best.
Torres is lefty and has MUCH better stuff
He profiles much better in the majors. When I think of Alex Cobb, I think of Yusmeiro Petit.
