Rays Exercise Shields, Farnsworth Options, Decline Shoppach's
Per MLBTR, the Rays have exercised Farnsworth's option for 2012 at $3.3M and Shields's at $7.5M (link) but chose to decline Shoppach's and instead pay him a $300k buyout.
Shields and Farnsworth were no-brainers. Shoppach could've gone either way but this doesn't eliminate the possibility of bringing him back on a different deal.

Relievers generally are (roughly) as valuable on the trade market in mid-July as in the off-season, so there’s no reason not to hold onto him until then and re-evaluate our season prospects

The Rays potentially will field their best team ever in 2012 and with a few additions, not subtractions could be favored to win it all

I agree this could be the best opportunity.
This is not the time to cheap out. Fill the 1B and DH holes and this could be the best team heading into next season.
I don't think Farnsworth will be nearly as good in 2012 as he was last season
Some teams (at least the Twins) will pay an obscene amount for a closer with success (especially recent success), and if Farnsworth is the difference between a Morrison or an Alonso and Meso/Grandal, I don’t think that he should be holding up those trades.

I think the question has to be this: How high can the Rays raise the payroll without having it come back and hurt them later?
If they go “all in”, I think they could go to 50-60 million.
$60MM would give the Rays tons of room to make moves.
I imagine all-in could be in that ballpark even maybe towards the top as long as it is done with 1 year deals or at most 2 years since next year we’ll probably be gaining about $8-10MM in raises and arbitration increases for the 2013 season which would be paid for by Upton’s salary coming off the books.
That would be a fall back option, IMO and then they must supplement him with a lefty platoon..
…and Jaso isn’t a good enough defensive catcher for that. Rays could get by with another light hitting platoon at catcher but only if they add some offense at SS(and the bottom of the order this winter). If they can’t get a young, full time ML ready catcher now, they need to pick up a very good prospect that may be a year away…like Norris or Rosario this winter.
I would like to give John Baker a shot as the left handed hitting catcher if he is non tendered by the Marlins.
Two injury plagued seasons will keep his cost to a minimum. He may even be a MiLB contract.

idk who you are, but welcome to the site. this is the 3rd or 4th time ive seen a comment from you and thought "cool, a new user that brings a good perspective and comments."
anyways, apart from the slurpage, i really like this possibility. he has power and i believe pretty decent defense.

Some places say he arby eligible and others including mlb.com say he’s a free agent.
Farnsworth, Peralta, Gomes, McGee, hopefully Torres is a nice start to a solid pen…

Peralta will end the season with 5.132 years of service time.
Since he is below 6 he isn’t eligible for free agency. I believe Torres still has a future as a starting pitcher, but will likely be a piece of the bullpen come playoff time. Freeman will still look for steals he just won’t have to work his ass off to form a whole bullpen. This year he will only have to find a few people to give ST invites and fight with the AAA arms + Matt Bush for 2-3 spots.

This is correct. Saw Chastain’s article yesterday say Peralta is a FA but he isn’t eligible and thus didn’t file as Cruz, Damon, and Kotchman did.

Yes arbitration is going to be insane for Price.
Just look at Tim Lincecum for a comp (I know he will have gotten more at the beginning but could be a look at the future especially if Price has another season or 2 with numbers like he put up last year.)
Arb 1: $8MM (Signed 2 year extention giving $2MM signing bonus)
Arb 2: $13MM (Covered under the previous extention)
Arb 3: $19.2MM (Estimate that mlbtraderumors expects him to get)
and he’ll be Arb. 4 eligible next season since he was a super 2. Assuming a normal season for him would probably bring $24-25MM.
So total of 4 Arbitrations will most likely reach $65MM+.
So for Price you could realistically expect him to get something like $7.5MM, 11MM, 15MM, 20MM. That would come out to $53.5MM over 4 years. The players deserve to get paid, but damn I don’t think the arbitration process is working out for the small/medium markets. All I can say is a big Thank You to Longoria for signing that or extention or we would be dealing with something else equally as unaffordable for us.

No we delayed bringing up Price in order to get the extra year of control.
Because of using Price in the September of 2008 we had to send him down for about a month in order to get him under 172 days of serve time between 2008 and 2009 to keep him under 1.000 to get the extra year of control (2015). As it sits Price is at 2.164 service time, but because of this they wanted to make sure Jennings would be under the Super 2 cut off which is generally around the 2.130 range. Added to Jennings 0.033 that was used they didn’t want him to get above 0.120 at the end of the season which they succeeded.
Jennings will not reach Super 2 unless the cutoff date is really early but they took that into consideration, so it will be highly unlikely for him to be a Super 2.

Was projected earlier he’d make $5.9-6.0M in arbitration. This could have been avoided if the Rays had held him down longer in 2009 so all of that talk about the Rays being cheap and what not back then was crap because they called him up earlier than it made financial set to do so.

Isn't Joel Peralta just a better version of him?
Murder on righties but Joel did very well against lefties also.
