Hickey said as of now all of the starters -- Wade Davis, Jeff Niemann, Alex Cobb, Matt Moore -- will be treated as true starters during the start of the spring.

Him explicitly saying Davis could go to pen
could indicate that they prefer to trade Niemann, as that would increase leverage in any deal by not making a trade necessary, while also keeping his value as a starter high.
Or that Davis can pitch relief and Niemann really can't

Rev's probably got it right; Davis is cost-controlled; Niemann isn't.
But I do agree with you that I think Niemann would be a better starter than a reliever. I think Niemann’s a better starter than Davis too so no matter how this hashes out, if the team has both, I’d rather see Niemann in the rotation and Davis in the pen.
