Not sure if everyone's already seen this, but there's a really great article here from Baseball America breaking down the draft budgets for each team. It's a good read if you don't know how the new CBA changes the draft, and there's a handy chart at the bottom. Basically: The Rays go from historically one of the bigger spenders in the Rule 4 Draft to being handcuffed to one of the smallest budgets. I'm pretty sure the most recent CBA was targeted specifically at screwing Tampa Bay. But maybe that's just me.
