It took long enough, but the Rays finally signed David Price and naturally I took this opportunity to look at his contract as well as some of the inner workings of drafted player contracts, and what they mean.

First with the obvious: six years, 8.25 million on a major league deal, there were some questions about what exactly that means: he's on the 40 man as a result of the type of deal, meaning he's ineligible for the Rule V draft (obviously) through the six years. As far as the actual length and what it means; from my understanding the only impact the length has is the balance of cash and how it's evened out.

Price will get a 5.6 million dollar signing bonus he has at least 2.65 more coming his way, and after receiving 500K this year he'll be down to 2.15 million over five years, with the potential of earning 5.15 over those years, but that's rather unlikely as beginning next year he'll have a split contract which allots the incentives on whether he's in the majors or not. 430K per season assuming he doesn't start each of the slot seasons (2008-2012) in the big leagues, rather unlikely, and when he reaches arbitration eligibility (probably 2011) he has the option of voiding his salary and going to arbitration instead, which, if he's pitching like we hope, he'll get a raise, otherwise the Rays either made a bad selection or he's a very team friendly fellow.

Expanding on the contract, some have asked if Price's deal, which expires after the 2012 season, would also act as the final year the Rays control Price, this is incorrect. We'll use Delmon Young as our example here: in 2003 he signed a five year major league deal for about 6 million, although that included a 3.7 million signing bonus. From there Delmon earned about 420K per season until that deal expires (after next season) and he goes near minimum until he reaches ARB1 status in 2010. The only thing his contract meant was he was guaranteed a 40 man slot and he'd get that money over the longevity of the agreement, otherwise nada.

Bottom line; Price raked in some nice change, and will likely be with the Rays through at least 2014, not too bad of an investment for a player who figures to perform better than his market peers.

Also it looks like David Newmann and D.J. Jones will sign before the midnight deadline. Price will head to Hudson Valley, although not to pitch, at least not right away. Finally it looks like Evan Longoria, Reid Brignac, and John Jaso will represent the Rays in the Arizona Fall League.

A few things:
  1. Apparent JP Peterson was surprised that the Rays were willing to spend cash on Price. I believe he said something to to the extent of "that's a nice chunk of money for this team."
  2. Gotta love the AFL picks, but I'm surprised that we didn't send any pitchers. Could it be the fact that none of our pitchers from the last 2 AFLs that we've sent (Niemann, Stokes, Ridgway and Townsend) have been healthy or impressive. Also, expect all three to get extended looks in spring training and I believe Jaso and Longoria are almost "locks" to make next year's roster(Longoria more than Jaso, however I like Jaso and Navarro being a switch-hitting catching platoon).

I really can't see Jaso making the team out of ST.

And every team sends 6 players to the AFL, 3 hitters and 3 pitchers, and one of those spots is reserved for a guy in Class A.  I'm surprised they aren't sending Pridie or Ruggiano to get some more looks at them.

As for the pitchers, I could see 2 of Houser, Mason, Davis, McGee, or Talbot going, then a reliever, possibly Thayer or Dupas, or maybe even a Columbus pitcher.  Townsend does need more innings, though they will have to weigh that will increase his injury risk too much.

Other comments: JP Peterson is so bad and dumb that he might be worse than Steve Duemig.

Didn't Zobrist go to the AFL last year? And if I remember correctly he tore it up, batting in the mid .300s. I guess what I'm asking is what is the value of the Arizona Fall League?

Work-out.  Get acclimated to traveling with the team, getting up everyday and going to the park.  Just adjust to pro ball in general.  He'll also be on some sort of throwing program.

Did jones and newmann sign? and what would you rank them with our other top picks considering they were not drafted high because teams didnt think they would be able to sign them

Well both are promising; Newmann's a power lefty who got drafted after missing two years with TJS; he's probably a reliever.

Jones is just a pure athlete; pitched, played outfield, played football.

Can every Rays fan stop complaining about them not spending money now? They went way over slot to get Price signed and are paying for the right talent.

This is a nice step (slot was 3.6), but the payroll is still less than 35 million, and I'm not saying that five or so million would make this team a playoff contender and at this point in time we have so many pre-arb players it's not unreasonable to think the payroll would be low. Still yet, wouldn't you like to see the team add one starter this off-season to take Hammel's spot as well as re-signing Wheeler?

Yea I want them to def re-sign wheeler and get another arm for Hammel's spot, but i don't want them to spend 30 million for crap like Baltimore did.

Right. Obviously we need the payroll to get bigger, but I have heard people talk about getting some guys that just make no sense, just to spend money. We could use some pen help and an innings eating SP in the offseason and I think they Rays organiztaion can find that for a decent price.

There is one more point I keep harping on. That is not simply that the Rays should spend money wisely, but that they should spend it at the right time. When a team has just begun to build-and I think it is correct to say that that process started with this new ownership-it takes at least 2 years to determine what you have and what you need. In that time, it is foolish to spend on players (I stress "on players" because they have been spending elsewhere) because you cannot yet know which holes to fill.

The picture is clearer now. We may have a first baseman, a position many felt we should have spent big bucks to fill in the spring. We may not want to focus our expenditure on starters or on 2B, two more areas that appeared to be huge holes just 6 months ago but may have more promise and depth now. Obviously, if we can upgrade the rotation it makes sense, but perhaps whereas we would have spent the lion's share on starters this past winter, now we might prefer targetting catcher or shortstop. Given the other thread on defense, perhaps the money should go to defensive upgrades rather than offense or pitching.

It has made sense for the Rays to take their time before committing to large expenditures on player salaries. And it has made little sense to criticize them for delaying such expenditure. Let's see what they do over the next year or two as the picture becomes more clear.
